Missing Parts good for me

The package arrived on time, however, it obviously had been returned by someone else. The package seal was broken. There were two brackets in the package. There were no installation instructions nor a list of contents, so I don’t know how much of the hardware was missing, but one package of screws was cut open and had only half the amount of screws in another package. There was a third package of screws only, but I expect there should have been another package like that for the other bracket. Disappointed.
