Pretty legal. for bicycle carrier
For what it is, it's great. Inexpensive and compact way to transport a bike. The locking mechanism will only put someone off. I'm pretty sure if I focused on that I could get my bike off of it. But it should certainly put someone off. You can install them on anything flat. I attached mine to the lid of the bin and braced it with steel underneath.
