Dividers are flexible enough to accommodate thicker handles when they aren't. YOUR BOX BEFORE YOU ORDER. I have enough to fit all the slots, although my 2 large cutters prevented my drawer from closing. The dividers are made of plastic and the base is made of rubber. The base is only 1/4" where the handle or head is as shown in the photo. I don't think putting the head in the slots will work as they are usually smaller than the handles, some will probably work but the smaller ones would lean although they would still be well organized this saved a lot of space and made it a lot easier to find the right pair of pliers damn I'm not sure what the top bracket is for - hopefully for display purposes only as I don't see this for use on the wall as there is no locking mechanism for tools
