Quality Control Issues?

I think I have a bad spool, it prints horribly compared to other petgs I've tried. It sticks together, shrinks, doesn't stick to the bed, doesn't stick to itself, when I get something that can actually be repaired, it's weak and breaks easily. I've tried printing from 215 to 240 with no success. At least the color is nice.
