I was one of the early purchasers of a Rev1 PoE board and encountered USB power consumption issues. I didn't even send it back because of the hassle. I'm happy to report that this board works great with a Pi 3B+ or 4 with multiple USB devices attached. However, I only gave 4 stars for "Value" because there are other, cheaper PoE HATs on the market that are not made by the Raspberry Pi Foundation. They work great (I have 3 third party ones) but remember that when you buy official Raspberry Pi accessories like this you are helping to pay for further R&D on new boards and accessories.
