I had an old powered USB 2.0 hub from circa 1973 that I haven't used in my collection of cables, chargers and other small computer junk for years. Plugging into a hub alone doesn't work, but when I plug the laptop into the hub, the adapter turns on and then stays on when I turn off the laptop. There has to be some kind of handshake to unlock the power button. The only downside I see with this is the power outages, but that means connecting an old router to the network via a home RF cable and placing it where I can get a good signal in my work shed. So I can just plug my computer back in when I find the power has flared up. It would be possible to fit an emergency power extension but it's not worth it for me as I will be using the internet outside the home.
