Not on snow and ice as advertised

This product is advertised as 3 layers thick . The photo shows a layer of cotton sandwiched between a silver and black fabric. There is definitely NO cotton layer. It's a thin fabric with black on one side and silver on the other. Difficult to assemble in the wind! It is definitely NOT as advertised! Very disappointing!
