Size 6-12 fits size 2 (best for 3-6 months old) Size 12-18 fits size 3 (best for 6-12 months old) My daughter is 9 months old and I bought size 2 but it was too small. I returned them and bought size 12-18 months and they fit perfectly. She pulls on the laces, so I tied them at the back of her ankle.
