Take your seat belt off your neck - or your "cough-cough "!
I'm short at 5'2". Adjustable car seat belts don't work for me. The clips are perfect for the belt to put through me in the right places to feel safe and too to avoid neck and you-know-what burns! I have two in the car and several in the house. I have a lowly passenger who loves it, I give it to him. This is the third pack I've bought! My husband and son's cars both have one when I drive them, I even take them on the "shuttle" when AAA takes me to and from repairs!
