Customize the installation
Both bolts came out of the plastic retainer upon tightening them into my handlebars. After this obvious piss off, I decided to do something a little crazy then just returning and waiting forever to get new ones. I turned the plastic retainers around so that the bolt was being held in place in a much more secure position. I realize this makes the plug itself not as snug as it was but with the bolt no longer about to come out, you can tighten down the plugs even more and make up for the snugness this way.
