You can try hollowing out the pulley so it will sit over the aluminum truck, but then the belt tension will twist the bearings in the wheel and cause a lot of friction and eventually bearing failure. If you're determined to make it work you'll need to cut off part of the truck to reveal more of the axle, which is doable but certainly not easy. If you don't have access to actual crafting tools, I would suggest staying away from caliber trucks to assemble an electric skateboard.
