Tested under gigabit fiber internet with a speed limit of 15 up and 15 down so it wasn't acceptable I thought it might be my home setup maybe something is interfering as you might imagine ? Well I've unplugged everything else that could be plugged into the same circuit to test exactly this and no change, tried different outlets and even asked a friend if he would let me test it at his house as they have a newer design i assumed it would nail it once and for all if it was a wiring issue but no the same thing 15 up 15 down for me thats too much of a match so i guess I have a bad block or maybe it's what a power line really looks like. suggest you consider a wifi extender with an ethernet port instead, at least in my case this has given me the best result after actually plugging in a long ethernet cable to the device I'm using.
