I think these shorts would be perfect for the right kid. If they had a drawstring or some sort of adjustable waist, they would be perfect. My son has a 28" waist and is almost 5ft 3" tall. I chose size 16 first. They were huge. I was able to shrink my waist by more than 2 inches. So I tried it at 12. Since I wanted them to be short for swimming too, they had to be neat. Size 12 was too tight everywhere except the waist. They fitted the waist perfectly, but the legs and butt seemed too small. If you only use them for shorts and not in the water they seem to be of good quality. I think
