Was completely new.

It was most likely a return. But he wasn't dirty. Was clean. A full test document for a working feature has been attached. You test them to resell them. Actually it was very detailed. It still works. Either way, it's probably a better starter than the GM OEM. I'm glad I decided to buy it.
