compressed sawdust not ideal for drilling

I wouldn't order these if I knew it was just compressed sawdust. I assumed the wooden dowels would be structurally sound, not glue and sawdust. I needed them to fill in the hole at the end of the chair legs where the pulley was and then I drilled a screw into the dowel to hold the new chair leg guards. But they're not structurally tight or strong enough to hold a screw.
