The same modem with the same SIM card and antenna works fine with another USB to mini PCI adapter I dug up.

Does not fully work with Sierra Wireless MC8777V modem. It somehow recognizes the modem but can't properly communicate with it. The same modem with the same SIM card and antenna communicates perfectly with another USB to mini PCI adapter I dug up from someone else.
