Another reviewer claims they are incandescent lights, but I measure the current draw at 20ma and it doesn't light when I reverse the polarity. So yes, they are LEDs. I would not be surprised if there were a previous product using the same physical design that used to be built with bulbs, and then they re-used the plastic molds and switched to LEDs. Mine are definitely LED.My only complaint is the toggle is stiff. You can't just casually 'flip' this guy, you have to put some force behind your finger.
