This device is good for static testing Ethernet cables. This is the second one I've bought after an idiot hooked up my first device's receiver to a live POE circuit and blew it up. This device can only be used with dead (disconnected) cables and works fine for that. Testing newly attached Ethernet cables is a frustrating necessity because things can go wrong when connecting RJ-45 connectors. Reversed pairs can occur in close proximity to the connector. Worse, the "thru" connectors I've tried tend to short adjacent terminals when the crimping tool blade cuts the wires. (As a result, I've stopped using loop-through ports altogether.) There are more expensive devices that do the same thing, but there's no good reason to pay more. This one gets the job done and I've never had performance issues with the cable which has been well tested with this device.
