Design flaw - Strange vibrating noise when the wind blows outside

The vent was installed at the end of the duct that connected to the extractor hood under my kitchen cabinet. The ventilation slits open when the extractor hood is switched on and thus help to evacuate the cooking vapors to the outside. This part of the action works well. The problem is when the hood is not turned on. Any draft from outside the home that hits the louvers of this hood goes straight through the duct and into the valve on the cooker hood, creating noise - at any time of the day or night. and it's loud. This is a design flaw in the vent that allows for this "backflow" of wind. Installing some kind of exhaust port cover can solve this problem.
