Does the job but is too noisy

I bought this power converter to stream from a European TV (220V/50-60Hz) to a US TV (110V/60Hz). to be able to use. It works, but as soon as you turn it on, even with no load, it spins up the internal fan, which produces a fairly loud noise and should be muted to reduce annoying noise interference. Also, it gets pretty hot after a while even with no load, which is probably why the fan has to be spinning all the time. If I were to buy another power converter for this purpose, I would take a different, quieter one.
