Rimer of the Khyber Pass?

This thing looks like it came out of a cave on the Pakistan/Afghanistan border. Grooves are rusted, burrs remain from the original grooving process, and heel width varies greatly along the cutting edges. . .Description claims H7 tolerance (+0 to +0.6 mils). I measure it down to -2.7 mil (underdeveloped) depending on where I measure. This makes it a fake H12.
