Everything is OK.
My daughter rides horses and we live in the desert so she needs it in the summer. The problem is you have to get it so wet that it runs all over the clothes and gets everything wet, or there isn't enough water on it and it will dry up in minutes. I guess we'd better wet her shirt before we ride.
