Something is wrong with this HTV

We thought it was safe because it was a Siser. We bought it for a line of shirts we were making. First we had to use them up in another role and the 30 days were up. Eventually use this and the texture just doesn't seem right. We cut out the strip with the letters and glued it to the shirt and they peeled off right away. Now we've lost $60 on a 25ft htv reel that's good for nothing but junk.
