I'm used to enameled or epoxy coated handles; it is a rubber impregnation or coating. When you're collaborating with someone quickly, you need to be able to slide your scissors across the workspace to your colleague. These don't slide well. If someone tells you that this is not required; This is especially important when there is high productivity or tight deadlines and late hours. The nut was tight so I untied it but it's a good idea for transport as you never expose the scissors. They have more curves than the smoother scissors I've used; That means the design years ago was more forgiving. If the rubber coating is difficult to work with quickly, I end up wrapping it in cloth medical tape like some people use. I prefer my scissors to be loose and hook easily rather than fumbling for the right grip. Practice creates masters!
