I bought this to put under the litter box for our elderly cat (she's almost 20!). Garbage. Tray on floor/rug with puppy pads, tray on top. Sometimes it doesn't come in the box so spacers are needed. For their box, we used a low-sided box/tray (Canned by Costco) with an even lower front cutout. It's ugly but 100% functional and the best solution we've come up with. With.
