The flange is wrong. For 1999 1.9
Pipe was OK. I have seen many return. I sent mine to a 1999 Saturn SL1 shop. The tube angles were ok. The problem was that the flange was wrong. The flange was cut off, re-welded so the holes matched. Worked fine after changing the flange. So the flange on this pipe was wrong. Co was Tenneco but couldn't find an email contact.
