horrible design - no fuse - caught fire while refueling

The design is such that when flipped over to fill, it's easy enough to press the igniter, which has no fuse. As with most refillable lighters, small splatters of butane gas are not uncommon when refilling. And just a minute ago as I was filling them (they come empty) my whole hand caught fire after accidentally pressing the ignition button just as some butane was spilling out during filling. Fortunately, the hair on the arms was mostly burned, but this is dangerous on the outside.
