comes with all the parts needed to install the bracket using the holes in the front bumper cover for the Japanese domestic market and then attach the four hole US (CA) specification plate. I actually bought these thinking I needed to find good nuts (a rubber coated nut that fits bumper holes and expands when tightened so it can be inserted and tightened from the front). No additional purchases are necessary, although I bought a couple of silicon plate holders mainly for the back so it doesn't rattle or scratch the paint.
