So, if you do not need overclocking, then after the following settings, the standard Wraith Prism boxed cooler will be enough for you, the temperature in idle will not rise above 40, and in games a maximum of 65 (full hd).

Go to BIOS and turn off: Core Performance Boost and AMD Precision Boost Overdrive

After all these manipulations, your processor will work normally and its voltage will not constantly change, and a regular cooler will be enough for your eyes.
Well, you can still correct the curve of the fans (see screenshot)

Pros

Excellent processor. If you do not overclock and set everything up correctly - cold. This is actually the level of i9 9900k but for sane money.

Cons

Out of the box with the default BIOS and Windows settings - the temperature constantly jumped even in idle time from 40 to 65 degrees (just on the desktop), and in games it exceeded 80, which caused the fan to howl and it was very infuriating. After setting everything is ok. see comment
