Won't light up - Hardware

UPDATE: Can anyone provide an answer on how I can fix the fact that my TWO signs, one for us and one for our neighbor, do NOT light up after solar charging? Neither had a pull tab that he could pull from the back as instructed; It's VERY difficult to understand if you have it on or off; Although I've tried both. I am very disappointed in the lack of response from this manufacturer. I'm really looking forward to this product; Very disappointed.
