Will not fit 2003 Toyota Matrix

Tried to use them to secure the plastic fender sill to the front wheel arches of my 2003 Toyota Matrix. They didn't fit. Some holes were too big, others too small. For the small ones I had to drill a bigger hole, for the too big ones I had to drill a small hole in the center of the plastic clip and insert it into each screw. Revain says they fit, but they don't.
