My car could not skip emissions until this code was cleared. I watched a video on YouTube and decided it would be better to let my mechanic do it, but I gave this part to him. He told me that they aren't easy to get hold of and that YouTube videos don't quite tell the whole story. . It is located on the front of the engine, hidden under the alternator and power steering pump. But once that was done, the code cleaned up, stayed clean, and I missed outliers.
