ZERO Z-GAP REQUIRED! It's magic that I found it now. I had a lot of trouble with this until I discovered that by default, Cura creates a z-distance between the support material and the build material, even if the support is water soluble. I have a confusing mess with the default Z-distance (which only appears when showing expert settings). With a Z spacing of 0 and a support roof, my prints come out nice and clean. I would also recommend using a primer tower which removes the liquid from the nozzle between the secondary print and the basestock print. Without a prime tower, slime particles can build up on the print and then stick to the nozzle, shifting the part's position and causing all sorts of problems.
