Just ok. marginal. for steering system

The pump ALWAYS makes that howling noise. Fluid is fine, even with new tensioner and idler pulleys. Whenever the car is running, it makes this humming, whimpering noise. It's supposed to be AC DELCO, but I don't think so. It was probably built in China.
