Definitely not a whistling wheel.
I have used and purchased several of these wheels, from the original Whizzy wheel to the Canopus Rubber Eraser Wheel. I may have gotten a defective one, but this one was by far the worst decal remover ever. This actually leaves some streaks. The Whizzy Wheel is by far the best, but if you don't have the money, just buy the Canpous. This one will get the job done, just be prepared for extra work due to the stripes.
