I got this up and running on an XP system in 15 minutes, mostly cable wise. The driver software loaded before I even logged in. This is an active USB hub. The study mentioned that electricity helps if you have a device that you plug in that requires electricity. After installation I went to Device Manager, looked at the "Power" tab on this device and saw that out of the three connected devices, two required power from the hub. I'm definitely glad I got the power version. I have connected a USB mouse as a test. It required power from the hub and I found that you have to be patient to use the mouse until your operating system is up to the point where the hub can communicate with it. It worked, but I plugged the mouse back into one of the PC's USB ports so I didn't have to wait. Great device and smaller than I thought I would like. A review mentioning that the user manual link is wrong is correct, the user manual that came with it is correct. Yes, it's USB Type 2.0, not 1.1, although you can connect USB Type 1.1 devices to it.
