I installed this in a pump station to protect 1-1/2" PVC water pipes from freezing. I have it placed under the pipe. I then wrapped it in fiberglass insulation (fire retardant) so the heat would rise and stay near the pipe. Temperature. It turns on when it freezes and gives off quite a bit of heat. I considered on whether to insulate the pipe as well, in my case I don't think it would be necessary as the temps rarely go below 20f but I did it anyway and it hasn't been a problem so far, it gives me some peace of mind, spares me made my way there to plug my timer and heater in and it's a lot less energy than leaving the heater on all night I've heard some say they don't last very long and some say they out Bra nd safety reasons still need to be replaced annually. It would be impractical, but in terms of cost it would still be cheaper to buy one of these every year than running my heater or wall mounted cadet unit overnight in the winter. Unless your winters are extreme (below freezing), you can probably get away with keeping the faucet on a slow drip. I've done this successfully in the past and it helps protect the pipes around the house, but it's another thing to remember before going to bed.
