Unstable and unreliable

The block I received does not provide constant fuel pressure close to atmospheric pressure. It works well under high vacuum or high boost, but the transition point from -2 to +2 psi of manifold pressure is unstable. I can watch my injection pulse width increase dramatically at those few hundred rpm and my AFR goes from about 14:1 to 15.7:1 and until the fuel pressure stabilizes. It's not even always the same, so it's impossible to tune in. I checked to make sure the hose fitting was not making contact with the spring inside. There are no fuel leaks in the lines, rail, injector or tank. This is the second Aeromotive 13109 unit I have that has done this. I thought the first one was just bad, but apparently it's a bigger quality control issue than I thought. I replaced it with an Accufab unit and the problem was gone.
