I think that's artificial obsolescence. The hole in the base must match the diameter of the base.
I bought this base to replace the old one that was on my boat when it was new. Years of exposure to sunlight and heat cracked the plastic insert in the base's walls. Without this cheap insert, the base wobbles and makes the seat unsafe. I found a piece of roof skirt, cut it to size and it works great.
