I bought something similar from L0we and the first one broke because it was leaking so I replaced it. The second leaked too. In short, IT'S MADE TO LEAK. I'm not dumb enough to understand why. Obviously there is scientific engineering and non-working crap built on the California model. I already have a leak so I bought a "shut off valve". It's funny how they lecture us about saving water and then insist on something else and probably blame the public for how stupid the government is. So I came here and bought one from smart people and viola. It works like a real valve, where "off" means "OFF"! Works perfectly!
