Will not work with Philips LED bulbs

Ordered these to replace old ballasts in some lights we had. I ordered Philips 472902 LED T8 lamps as a set. After replacing the wiring, put new bulbs. And they didn't shine. If you insert the bulbs while the device is on, they will light up. I wonder if it was that particular lamp, so we took some old Philips LED lamps that we were using. Same behavior. Changed the ballast if it was defective (we had 4 on hand). I ordered Advance ballasts (ICN-4P32-N) and the bulbs shone like a champ. So JMMV. Ballasts were also lighter and thinner.
