I'm new to wires and the world of electrical cords but it seems like a good quality cord for the money. The insulation has a slightly matt appearance. The case is not dry at all. It just doesn't shine like some cables. That's what you expect from a welding cable. Ultimately, it's not a flashy wire like some cables, but the strands of wire feel solid and slightly larger than other strands I've seen from some other brands. Overall size may be slightly smaller than other really high quality audio cables (4AWG). If you use it for audio power cable. In hindsight I would have chosen 2 AWG cable, but that has nothing to do with the quality of this cable. Definitely worth the money and you get a very flexible 4 AWG wire.
