I thought it was defective.

After setting the switch and turning on the power, the fan barely turned even though it was set to high and the switch was in position 4, so I figured the switch was somehow broken and blocking the power. Fan. The wiring directions are acceptable, but ultimately didn't help me confirm I didn't mix up the black wires. Luckily the Q&A section here saved me some time by confirming that contrary to intuition the OEM sets 4 as the lowest speed and 1 as the highest speed, switching the wires doesn't change that. The price is right, although the competition is 33%, even if the logo is a little flashy.
