Cannot adjust volume

There is a thin coating on the case over the iPad buttons to increase and decrease the volume. No matter how I pressed, the volume didn't change. I've tried removing/replacing the case multiple times, but the results have always been the same. I was pleased with both the case protection and the keyboard. It was just a cover over the volume buttons.
