Looks like good drills. They are marked on the shank with HSS and fraction sizes. Good drill index Huot (made in USA). The country of manufacture is not indicated anywhere on the bits. I wrote to customer service that Qual-Tech bits are "high quality imports from China". For the price I knew they weren't made in the USA. seems like a good sentence. I have a set of Matco and Chicago Latrobe bits and used them in a general purpose hand drill to keep my good bits from dulling, breaking or losing. I will add a review after use. So far they're looking good and the tips are evenly sharpened, if a bit rough. I compare them with a magnifying glass to the Chicago Latrobes I have at home. I only checked bits that I didn't use in the set. USA CL drills are much nicer. UPDATE: I used this set this weekend to drill through heat treated steel and do some spot welds in thin sheet metal. I learned that the Chinese heat treat 1/8th, 1/4th, 3/8th and 1/2 bits properly because that's what we use most in the US. The remaining bits may be of lower quality. I purposely used custom sized bits today and these bits represent very good value for money. The call center was right, this is a good quality imported HSS bit set.
