The shelf appears to be well built and easy to assemble, however the safety pins provided did not fit to secure the shelf in both required locations. The simple fix was to buy replacement cotter pins that were a little smaller in diameter (1/4" x 3"). I had to buy pins at my local hardware store, (@$12.00)), but they did the trick. The hitch stabilizer keeps the base stable, but there is some play at the top of the trunk. Overall a decent product.

Looking at the packaging details it looks like this shelf was sent back from a previous disgruntled customer. I laid out the parts for comparison with the owner's manual inventory. However, the device cannot be folded more than 20 degrees from the vertical. As with most reviews, I bought the stand knowing other people had issues with it. I took a chance and hoped the manufacturer would fix the hole alignment issue by the time I ordered mine. I read the reviews after I bought and ordered the bike rack. Most of the complaints were that the pins didn't line up with the holes for the different locking positions. I would not recommend this strap. It has several flaws. The safety pin won't go through the top of the legs because the holes don't line up. They send me a new safety pin but the holes are the problem. I could find a machine to drill holes. Assembly required several tools. I bought this because I needed something that could be lowered so I could get in the back of my truck when I had an apartment. I will say that the seller was cooperative and that's the only reason I'm giving 2, but in the end
