Used product is the best among spares

Just received and opened the package to find parts that were either returned or used. In any case, you can see where the parts were previously installed.

Bought for my husband and he says it has 2 left side panels. It must have a left side and a right side for lowering. How can we fix this? Anyway, I have not seen to contact the company.
