Almost, but not enough.

Not 100%. I have 7 minutes ride on tarmac on a 7 speed city bike. The sleeve does not have the ability to lock the cup in place. If you're using a Venti Starbucks reusable cold glass and you hit a pothole, you better have quick hands if you don't want to lose your $24 glass down the road. I like the idea, but the design needs some practical improvements. Secure with foam tape or similar. And make sure you keep any Allen keys you ever got from IKEA, as that doesn't come with the one you need to…

Will not fit 31.8mm handlebars

First of all the cup holder is great for what I intended to use it for. However, the bracket is not suitable for 31.8mm handlebars. This is the standard dimension for folding brackets. It fits on my mountain bike, but not on the handlebars of my touring or road bike. Doesn't match the handle either. It fits on a touring bike's steel frame, but I didn't intend to mount it. adjustable collar size

I needed a larger collar to fit my scooter's larger handlebars. I've ordered and tried several, but to no avail. None of these will work on a larger diameter scooter handlebar. I thought it was the same when I opened the package. The type of delivery doesn't fit either. But if you look closely at the hinge point you can see a small silver rod or a tiny detachable rod. Adjustable mounting pin to accommodate different handlebar sizes

Great product. I first installed on a 28mm handlebar section and had to move around as I'm trying to find everything I need to hang the front of my e-bike without water bottle attachments. I adjusted the pin (it was a bit loose in the 2nd position) and it fitted the 31mm part of the handlebar. FYI: I used the thin rubber pad that came with it as the plastic is too slippery even with direct contact with the steering wheel. I use this for cone shaped coffee mugs and suburban style mugs. Impressively useless

This is perhaps, and I won't say lightly, the most useless device I've ever bought. You can continue to drink coffee during the cycle. However, it has one absolutely and horribly fatal flaw; The ring that holds your cup is attached to the part that attaches to the handlebars and there is some flexibility in that connection.
