On initial inspection I noticed that the lower dump valve was not attached to the plastic bowl body. After some fiddling I decided it was impossible to tighten because the nylon washer that pushes the o-ring into the recess in the bottom of the case was too large in diameter to fit in the recess and couldn't get on the Press O ring.
