The electric fan started at a very low temperature so it runs continuously. Also, it takes a long time for the engine to start the first time. I replaced it with a Delphi ECT sensor and the problem was solved immediately.

Wrong part. 33004281 is rated for about 15kΩ at room temperature. That's about 4K, which is why the temperature sensor never goes above zero. If it had been 1996 it might have worked. To return.
